Shaohai New Town is located in the southeast of the urban area of Jiaozhou, north bank of Jiaozhou Bay, and the sea-door of Daguhe. The total layout area is 16.95 km², among which 6.28 km² is water area. The normal water level is 2.8 m. This area is enlisted into the first exploring Six Sections of the strategy of Encircling the Bay to Protect, Embracing the Bay to Develop.  Relying on large water resources, Shaohai New Town will be constructed into one multi-section, including nature environment, entertainment by the sea, luxury residential district, tour vacations, history and humanity, so as to carry on the functions of living facilities of Qingdao urban area and hi-tech area, and the residence of talents.

Baseing on the layout of Two Lakes, One Belt, Two Shafts, Three Islands and Multi-purpose Districts, Shaohai New Town forms multi-function sections. It is rich in nature resource and culture heritage. It matches with the Jiaozhou entire stratagem planning One City, Four Districts and Two Wings. It will redisplay the elegant demeanour of Old-town in the east, and the second Jiangnan in the north.

　　　

Two lakes
It contains South Lake and North Lake which traversed by Zhengyang Road. The flood detention area is out these two lakes, it shapes interspaced water-lands frames.

One Belt
The sight-view belts surround the lakes; along the roads around the lakes, it constructed the principal part of sight-view of entire layout.

Two Shafts   
As the center, the fountain in the north lake, growing two shafts of interspaced sight view; facing to lakes, people will relaxed and happy after seeing all beautiful scene surrounding the lakes.

Three Islands (Water-cloud Island, Watch-billow Island and Aigrette Island)
Water-cloud Island is a nature island, through re-collocate to the plants, forming the nice scene view. The orientation of Watch-billow Island are tour and vacation villa, the country clubs for fishing, sailing will be built on it. The Aigrette Island is located inside of South Lake. It will collect the luxury leisure, entertainment and marsh zoology together.

Multi-purpose District
The entire land area will be divided into Living District, Community Culture District, Water-shore Leisure District, History Display District, Lake-shore Scene View Touring Town, Outdoor Bathing Place, Science Teaching Center, Golf Clubs, Marsh Zoology Zone and Agriculture Scene View Park.
