Starting from connecting with Large Qingdao, adhering to the principle of improving the capacity of harmonizing the city and the village, the government constructed the developing structure of One City, Four Zones and Two Wings. Basing on fusing the old and new urban areas, the city was distributed into four functional zones according to geological location. They are industrial zone in the east, commercial and trading zone in the west, international community in the south and logistics industry zone in the north. The Two Wings are Ligezhuang Town in the northeast, and Licha Town, Pu Town and Zhangying Town in the Southwest, which will pull the development of the whole town. In 2001, the government explored 30km² to construct the new city zone. As a result, the city area extends greatly and realized two Two Time than before . The first Two Time than before is that the constructed area is two times than that of before and reaches 45km². The second Two Time than before is that the population of the urban people is two times than that  of before and reaches a population of 450000. The government invested 500000000 to implement the project of One Circle and Four Lines. There have been gradually forming a traffic network covering the city and the villages, which establishes the stable foundation for harmonious relations between the city and the villages.
